Student Government Constitution for St. Pius X Regional School
Article I
Name Of The Organization
This organization shall be known as the Student Senate of St. Pius X School, located in Bowie, Maryland
 
Article II
Purposes Of Objectives
The purpose of this organization shall be to promote good citizenship, to encourage a high standard of scholarship, to arouse a spirit of pride within our school, to demonstrate the practical application of democracy, and contribute to the general welfare of the school and community.
 
Article III
Student Senate
Section I:
The Student Body of St. Pius X School, grades five through eight, will elect a Board of Presiding Officers that will serve as school representatives of the Student Senate. Only students from grade eight will be eligible to run for main offices, which include President, Vice President, Secretary, Treasurer, and the Sergeant at Arms. Two students from each homeroom, grades five through eight, shall be elected as the School Representatives.

Section II:
Qualifications and Duties of the Officers

A. President
  1. Qualifications
    1. Must be in the eighth grade.
    2. Must have attended St. Pius X for at least one year before election.
    3. Must average a "B" or better in the current academic year.
    4. Must have satisfactory Conduct and Effort (to be determined by the Administration).
  2. Duties
    1. Supervises all Student Senate activities.
    2. Presides over all Senate assemblies.
    3. Represents the school in Senate activities with other schools.
    4. Presides over all meetings of the Student Senate.
    5. Represents the school in the student body activities throughout the community.
    6. Votes in case of a tie.
B. Vice President
  1. Qualifications
    1. Must be in eighth grade while in office.
    2. Must have attended St. Pius X for at least one year before election.
    3. Must average a "B" or better in the current academic year.
    4. Must have satisfactory Conduct and Effort (to be determined by the Administration).
  2. Duties
    1. Serves in the absence of the President in any case, and aids in the supervision of all student body activities.
    2. Directs and organizes all student body elections.
    3. Plans and organizes student assemblies as required.
    4. Acts as parliamentarian during Student Senate meetings.
C. Secretary- Treasurer
  1. Qualifications
    1. Must be in eighth grade while in office.
    2. Must average a "C" or better in the current academic year.
    3. Must have satisfactory Conduct and Effort (to be determined by the Administration).
  2. Duties
    1. Keeps an accurate record of the Student Senate account and expenditures.
    2. Makes Financial Report as to expenditures and receipts to the Senate at each meeting.
    3. Takes charge of all Student Senate sales.
    4. Keeps an accurate record of all Student Senate meetings.
    5. Makes copies of minutes, and distributes them to members of the Senate.
    6. Prepares Thank You notes
    7. Prepares the agenda for the meetings along with the moderator and President.
D. Sergeant at Arms
  1. Qualifications
    1. Must be in eighth grade while in office.
    2. Must average a "C" or better in the current academic year
    3. Must have satisfactory Conduct and Effort (to be determined by the Administration).
  2. Duties
    1. Prepares meeting place for the Student Senate and sets the seating arrangement.
    2. Conducts Roll Call at the beginning of each Student Senate meeting.
    3. Leads Senate Opening Prayer.
    4. Maintains proper order and decorum at Student Senate meetings.
E. Class Representatives
  1. Qualifications
    1. Must have attended St. Pius X for one year before the election.
    2. Must average a "C".
    3. Must have satisfactory Conduct and Effort (to be determined by the Administration).
  2. Duties
    1. Communicates the events of the Student Senate meetings to the class they represent.
    2. Serves on committees for the Senate.
    3. Takes charge of student suggestion box.
    4. Communicates any student suggestions, ideas, etc. to the Student Senate.
    5. Collects and counts class Tag Day money
 
Article IV
Nomination and Election Procedures and Policies
Section I: Nominations
A. Any student interested in being a candidate for any office must meet all the qualifications for that particular office and have a full understanding of all the duties for which they would be responsible.
B. The candidate must fill out a petition given to them. The candidate must obtain five signatures from the students in his/her homeroom and turn the petition in to the election committee by the deadline. If the candidate is eligible, his/ her name will automatically be placed on the ballot.
C. All candidates must have the approval of their homeroom teacher.
 
Section II: Procedures and Policies
A. A secret ballot system shall be used in all student body elections.
B. If more than two candidates run for an office, a primary election will be held.
C. The two candidates receiving the highest votes in the primary elections will have their names placed on the final election ballot.
D. The regular election of the presiding officers shall take place within the last eight weeks of the school year.
 
Article V
Meetings
Section I:
A. The Student Senate shall meet every two weeks in the assigned student council room. The meeting will normally held be on Thursdays at 12:15 p.m.
B. Special meetings may be called by the Senate Moderator, President, or by a majority vote of the Senate.
 
Article VI
Recall and Resignation
Section I: Recall
A. A unanimous vote of the Student Senate, including the President and a majority of the student body in a special election is necessary to recall an elected officer.
B. A petition signed by a simple majority of the Student Senate can set in motion the process of recall. After the petition is submitted to the Senate a special student body election must take place and the recall motion favored by the majority of students.
C. Before petitions may be started permission must be obtained from the principal.
 
Section II: Cause for Recall
A. Failure to meet the qualifications and responsibilities of office shall be considered just call for recall.
 
Section III: Resignation
A. In order for a commissioner or representative to resign s/he must submit a written resignation at a formal meeting of the Senate. This resignation must be accepted by a majority of the senate members.
 
Section IV: Vacancy
A. If a vacancy occurs in any office, except, the President, the presiding officers shall appoint a temporary officer for this position until a special election is held.
B. No temporary officer shall hold office for more than a month.
C. In the case of a vacancy in the office of President, the Vice President shall assume duties of the President.
 
Article VII
Amendments
Section I:
A. Amendments to this Constitution may be proposed by the Senate or by a petition of 30 percent of students in grades 5 through 8. Such proposed amendments shall be presented to the Senate to vote upon no sooner than two school days after the proposal. A two-thirds vote of all ballots cast by the senate and two-thirds vote of all ballots cast by the faculty shall be required for ratification.
 
Article VIII
Ratification
Section I:
A. This constitution shall become ratified when the Student Senate Faculty and two-thirds of the student body in grades 5 through 8 approve.
